After September 11, 2001, the attention of the U. S. Customs Service was focused on security and defense against terrorism. The traffic in international trade was an obvious area of concern. The newly organized Department of Homeland Security and the Customs and Border Protection Department (CBP) began working on methods for increasing security without stopping the movement of goods in international trade.

In November 2001, the Customs - Trade Partnership Against Terrorism
C-TPAT was launched. This program has become the largest and most successful government-private sector partnership since 9/11. This voluntary program gives businesses the opportunity to do something in response to the threat of terrorism. Companies involved in all stages of the supply chain are working together with CBP to develop security criteria, best practices, and implementation procedures.
